The $5 Trillion National Infrastructure Bank Will Fix Everything; No New Federal Debt and No New Federal Taxes! 



With the U.S. infrastructure needs not adequately being financed through the Bipartisan Infrastructure Law, whether it be replacing all the lead service lines, building large-scale water projects, constructing affordable housing or erecting a network of High-Speed Rail, it’s just another reminder that we need a National Infrastructure Bank. 


A new bill in Congress, H.R.4052, will create a $5 trillion National Infrastructure Bank (NIB). This new institution will repair existing, broken infrastructure and build a new 21st Century platform. While we need to invest closer to $10 trillion, the $5 trillion bank is sized to get the job done over the next ten years.


National Banking, created by Alexander Hamilton, has been done successfully in American history, including by Presidents, Washington, Madison, Quincy-Adams, Lincoln and Franklin Roosevelt. Roosevelt’s Reconstruction Finance Corporation (RFC) helped end the Great Depression and win WWII. It built roads, bridges, dams and more across the country.


The NIB will be capitalized with existing Treasuries, exchanged for Preferred Stock in the bank, and will function just like a commercial bank. So, it requires no new federal spending and no new federal taxes.


The Bank will create millions of new family sustaining jobs, paying Davis-Bacon wages. It will have strong Buy American provisions to ensure that the new infrastructure spawns a massive rebuilding of domestic United States industry.


The bill contains tough guarantees to expand Disadvantaged Business Enterprises, and ensure robust minority hiring. As it Incorporates anti-poverty formulations, the new bank will end rural and urban poverty, build small business and create a real middle class. 

 

The Coalition for a National Infrastructure Bank has been mobilizing grass roots support for the National Infrastructure Bank Bill. Twenty-six state legislatures have filed resolutions supporting the policy. In addition, city and county councils, and many organizations have registered support nationwide.
