Hi. I am a constituent and live in …….. I am writing to urge Congressman/woman ….. to cosponsor H.R.4052, the National Infrastructure Bank (NIB) Act. This bill has 24 sponsors, including Rep. Brendan Boyle, Rep. Adam Smith, Rep. Jerrold Nadler, Rep. Raja Krishnamoorthi, and more.   

This bill in Congress would create a $5 trillion infrastructure-only bank. It has been done previously in US history. It would complement the Bipartisan Infrastructure Law. I wholeheartedly support that bill. H.R.4052 is simply ten times larger and permanent. The National Infrastructure Bank will require no new federal spending and no new federal taxes (!) and has been done before in U.S. history, last by President Franklin Roosevelt. The last institution helped end the Great Depression and win WWII. 

Infrastructure investment is crucial in the Nation, and in our state. The state has an immense backlog of infrastructure needs as well as new projects These include: affordable housing, total broadband coverage, bridge and road repair or replacement, lead service line replacement, high-speed rail, mass transit, etc. The NIB would finance all these projects, provide all the necessary affordable housing for the most in need, and replace all lead service lines, etc. 

There is wide-ranging support for this. Twenty-seven state legislatures have introduced resolutions of support, and eight passed at least one chamber. Dozens of city and county councils have endorsed including: Chicago, Philadelphia, Seattle, Los Angeles, San Francisco, Detroit, Cleveland, and many more. 

National endorsements are voluminous and include: The National Black Caucus of State Legislators, the Council of State Governments East, the National Hispanic Caucus of State Legislators, the American Sustainable Business Council, the United Association of Plumbers and Steamfitters International Union, the National Asian-Pacific American Caucus of State Legislators, the National Association of Development Organizations, NACO, and more.
