New Mexico Infrastructure Policy Analyst Critiques Brookings' Report on Bipartisan Infrastructure Law

On February 16, 2023, the Coalition for a National Infrastructure Bank (NIB) released a short 7-minute video with New Mexico Infrastructure Policy Analyst Greg Seeley. The content of the video is a critique of a new Brookings Institute report from February 1, 2023, entitled, “The start of America’s infrastructure decade: How macroeconomic factors may shape local strategies.”  The subject of the Brookings’ report is the Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), and the Inflation Reduction Act (IRA) that both passed the 117th Congress in 2022. 


The focus of Mr. Seeley’s comments center on problems of distribution and implementation of the $1.25 trillion from both bills. Seeley identifies coordinating problems that are arising not only with grant applications but also with securing the workforce to build the projects, especially in rural areas.


In this video, Mr. Seeley passionately offers the only alternative on the table that can provide a long-term structure for getting the job done. That alternative is the $5 trillion National Infrastructure Bank, as laid out in HR3339, which is in the process of being re-introduced into the 118th Congress.
